Would this cheap PSU power one S1 or S3?

Yes, it should power one but you are always best to go for a brand name psu. With a brand name you usually find better components inside as well as better coverage on the warranty. :)

look at the 12volt rail

  I would not use this psu.

Also seen it is advised to connect 4xPCI-E slots to the S3, but most of the PSU i have seen only have 2 PCI-E

Tired searching but there is just SO many pages

S3 does NOT require 4 PCI-E. 2 are OK unless you OC' it

So just connect a PSU into each "set" of PCI-E slots on the antminer

After looking at the 12v rail and doing the calculation

What is the minimum power needed to run an s3

Ideally you only need 340Watts in +12V rail if S3 is running at stock clock.
340Watts in +12V rail means 340/12= 28.33A. This is in theory.
But when you run a load for 24hours every day and in practical considerations this 28A in 12V is not sufficient.
The PSU sizing may be done by making the rated load to 125%.
So, the antminer consumption should be considered as 340*1.25 = 425Watts.
So select a good branded power supply were their +12V single rails is giving at least 425Watts or 35A.
