So the seller got my money and is still scamming people because PayPal doesn't warranty any type of digital orders and they know he is doing it, because we all filed a dispute.

Don't chargeback in the same day, wait few days, then say "I'm still waiting for my xxx (shoe,t-shirt,w.e) and the seller didn't even respond to me"He will be fucked, simply cuz he can't provide tracking number, And you will have better chance to win it. PayPal almost always sides with scammers (including convicted financial criminals) who "hack" their own accounts, up to ∞ days later.
