True however it greatly reduces the risk of chargeback.

I don't need to charge back, I just want to start with Bitcoin.

I always hear that you can charge back with PayPal, but I got ripped off a few months ago buying some ltc, the seller never sent the coins and PayPal told me they couldn't refund my money because they don't reimburse any digital orders. So the seller got my money and is still scamming people because PayPal doesn't warranty any type of digital orders and they know he is doing it, because we all filed a dispute.

Don't chargeback in the same day, wait few days, then say "I'm still waiting for my xxx (shoe,t-shirt,w.e) and the seller didn't even respond to me"
He will be fucked, simply cuz he can't provide tracking number, And you will have better chance to win it.

'Verified' PayPal does not mean live DNA, fingerprint, retinal scan are verified upon every login, so you may as well be saying 'this account is stolen'. PayPal almost always sides with scammers (including convicted financial criminals) who "hack" their own accounts, up to ∞ days later.

Saying that you don't trust someone because of their behavior is completely valid.

i don't think its safe to deal with a newbie...especially when its paypal.
