The reason why eBay has such strong buyer protections is because there are so many seller side scams. I don't see any reason why OpenBazaar would be any different. Is it something that will thwart the cops from going after outlets like silk road since it's p2p or are there failsafes involved to prevent it?

This means that either the buyer or the seller was getting something they should not have, even though both parties would be "happy" about the resolution.
