I just checked coinmarketcap and it seems the BTC/CNY market is still trading. I think its temporary , because of it being related to EGOpay being hacked. They might be looking for an alternative, but in the mean time, they should open BTC/USD and not block USD like that. But you will have to check if the USD/CNY is open as well.

You can buy Bitcoin with your dollars then send the coins to the coinbase or Bitstamp and turn them into dollars and withdrawal.
