BadBear sometimes revokes perma bans if users stay away or behave (though this isn't guaranteed) but this sort of attitude is only going to cause you more damage and frustration especially when/if your new accounts are found out and banned yet again. IP bans are usually a bad idea as well for several reasons. #1 IPs are not fixed, banning an IP over a lengthy period of time will affect other users with the same ISP but most likely not the person you want. #2 IPs can be shared massivly, e.g. via Tor, VPNs or large NATs (e.g. for mobile phones).
