Creating an external enemy distracts from internal problems that they say "the country is threatened by external danger" and "Russia is on the verge of war" etc.
Media propaganda now also does quite a lot for this. Russia is increasingly settling in crisis and devastation there is a possibility of many internal conflicts and contradictions, and the external “enemy” unites the people and distracts them from real problems within the country.

Governments playing on people's fears so that their decisions / actions would be based on said fear. They put the focus on something / someone else so as not to have the common people look at their own failures. Very Orwellian indeed.

What's funny is that movements towards decentralization are creating propaganda against those who historically would create the propaganda (governments).

Disillusionment is a noticeable tendency as of late and I'm hopeful.

Wait so you are suggesting that "Party A" might accuse another party to create a distraction from their actions? WOW might blowing *he said sarcastically* Like come on! It's 2018 the concept is as old as human history. And anyway Soros is not an "innocent" person by all means.

In Russia, hundreds of such conspiracy theories. You can find an article in Russian on any topic and make a sensation out of it. There is a theory that Putin is actually a crab. (this is an old meme)
I am sure that the USA is a world vampire and this country is run by people with big money. Which seek control and absorption.
They also use the fear (of terrorism, which brings fewer problems and death than road accidents or insect bites) and false propaganda.
