The whole Soros thing reminds me of the Party's archvillain figure Emmanuel Goldstein in Orwell's 1984. The Party essentially blamed everything bad that ever happened on the machinations of Goldstein, who was allegedly constantly plotting to destroy Oceania and had an obviously Jewish sounding name. He was regularly featured in the daily Two Minutes Hate broadcast to whip up fear and hatred among the populace.

Creating an external enemy distracts from internal problems that they say "the country is threatened by external danger" and "Russia is on the verge of war" etc.
Media propaganda now also does quite a lot for this. Russia is increasingly settling in crisis and devastation there is a possibility of many internal conflicts and contradictions, and the external “enemy” unites the people and distracts them from real problems within the country.
