We've been tasked to provide a preliminary study on the viability of a centralized-decentralized crypto-currency that could one day be used as a legal tender in the Philippines. The coin issuer needs to be centralized while the security of the network can be handled by computers anywhere.

For this, we have carefully studied several crypto ecosystems:

  • Pure Proof of Work and Proof of Stake - Both systems reward participants with new coins which are not ideal since only the Central Bank can issue new coins
  • NXT - Fast download of blockchain, has ample support world-wide, but once initial coin supply is set, it is already fixed. The Central Bank needs the flexibility of issuing new coins depending on economic factors
  • Mastercoin - Being based on the Bitcoin blockchain, the transactions were too slow for everyday use
  • Bitshares X - Fast, but the wallet needs to be pre-funded with an amount before you can use and the downloading of the blockchain is too slow - both of which are not suitable for new users
  • Counterparty - This platform almost suit the needs of a national currency, however since it's based on the Bitcoin blockchain, it is still slow

We have come to the conclusion that the best platform for our test currency is Viacoin's Clearinghouse Protocol. We've chosen Clearinghouse since it promises a much faster and scalable solution to issue a national digital currency in the coming months. Also, ownership and coin supply of the asset can be changed. The Philippine government may or may not acquire this asset.

Because we are to provide material for the coming congressional arguments on crypto-currencies - on why it is beneficial to our country.

No, we were hired by people who have congressional ties to the lawmakers. We need to ascertain if the Viacoin platform can scale big and fast transactions. If it's cost-effective as opposed to traditional networks with terminals installed at key points (mobile telcos and banks). We will be putting everything in a report and maybe the government will adapt this test asset (if everything is already set-up and working) or just compensate beta testers for trying it out by buying back your coins.

Bounties:
1. 3.5m coins for Android wallet development - includes ePeso and Viacoin balances, extra 300k with Tagalog translation
2. 1.5m coins for exchanges that will add an ePeso/fiat pair (first four exchanges only, totalling 6m coins)
3. 1.5m coins for website design in Wordpress theme enroute
4. 2.1m coins for hosting a forum (must submit backup database) enroute
5. 600k coins for coding a faucet with required Facebook authentication and sharing, integration into wordpress needed
6. 450k for Facebook page
7. 300k coins for logo
8. 350k coins for every press release, news article you write and publish (first 10 articles, totalling 3.5m)
9. 300k coins for Philippine-based merchants who will accept payment in ePeso (first 20 merchants, totalling 6m, need to show business registration papers)
10. 250k coins for each Chinese, German, and French translation (totalling 750k coins)
11. 0.1btc to attack Viacoin and double spend ePeso, we'll increase this bounty whenever Viacoin's hashrate goes up significantly

We're also interested in volunteers for community development and public relations.

Centralized as in the Phillipino government gets to control the supply and make changes to it as it sees fit...

Decentralized as in the Phillipino government wants to do so without cost to itself, instead getting "the network" to support itself.

So basically, all the risks of a central-banked federal currency but costs borne by whoever is willing to mine it, Phillipino or otherwise? How will you make this attractive enough for people to mine considering the drawback of federal centralization?

The costs of rewarding those who secure the network must be significantly lower than the costs to print physical money in order for this to pass a cost-benefit analysis. There is increased security risk to the network due to bad actors who stand to gain control of the government or its financial authority if they successfully attack the cryptocurrency.

    Use Counterparty for large sums/transactions and Dogeparty for mobile wallets and small transactions. This is really not that complicated. Everything to make it happen already exists.

    We don't see a government-backed currency as risky since 100 million Filipinos are using one. It seems Bitcoin is more risky since it looks like only traders use it. The Viacoin ecosystem has its own purpose and rewards. Miners should look to it rather than E-Peso. If Viacoin fails, E-Peso fails along with other assets/coins riding on its blockchain. But we're investing in the future.

    I was getting at the incentives hackers would have in attacking the ePeso as they'd stand to control not only an altcoin but possibly the government of a country, through its (crypto)currency.

    Clearly, though, I'll have to research Viacoin before I can comment further.

    It looks like our decision to launch E-Peso on Viacoin is turning out to be right. Updates on bounties and claiming free coins coming soon.

    Clearinghouse is not on Bitcoin. You're either on Bitcoin or you're not and Clearinghouse is not. It could be made to work with Bitcoin because Clearinghouse is a clone of Counterparty, but then, Counterparty is already on Bitcoin. If being on Bitcoin were not such a huge advantage the Counterparty developers could move it to another chain in a day or so. They won't because there is absolutely no reason to be on another chain, but it is possible. Any flexibility and security feature that Clearinghouse has, it has because the Counterparty developers wrote the code and open sourced it on GitHub so that other people could use it as well.

    There are  plenty of reasons to be on another chain.  Faster blocks, friendly relations with chain devs, quicker/better implementation of new features/bugfixes/etc.

    Your absolute denial of them makes your position less reasonable and thus weaker, not stronger.

    As for the forced choice between "either on Bitcoin or you're not"...treechains are coming!

    Yes, this is what I'm learning. I will say for certain, I know that a big social gaming co might be the first to make this jump to clearinghouse. From what I'm told, they simply weren't happy with counterparty for whatever reason. Though they haven't ruled out counterparty, they seem to be more intrigued with clearinghouse. I have no idea when this will happen, but I'm told the first move will be merging a type of betting game on the platform as an experiment. I was also told that they are even exploring offering company shares through the platform as well. Meanwhile, I'm still just sitting here trying to figure it all out.

    No, we were hired by people who have congressional ties to the lawmakers. We need to ascertain if the Viacoin platform can scale big and fast transactions. If it's cost-effective as opposed to traditional networks with terminals installed at key points (mobile telcos and banks). We will be putting everything in a report and maybe the government will adapt this test asset (if everything is already set-up and working) or just compensate beta testers for trying it out by buying back your coins.

    Please explain the Ripple tech. As far as I know it also works like NXT with a proof of stake-like consensus and there's voting involved for gateways? Another thing, wallets have to be pre-loaded with its currency. Let me remind you, the Central Bank alone has the mandate to issue coins.

    The .gov.ph will decide which proposal becomes the "real ePeso."

    As for that other one, it uses SHA256 so it will be trivial for BCX to chainfork just for the lulz.

    XCH (not yet another Bitcoin clone) is the best available platform for ePeso.

    check out the decentralized exchange in the clearwallet. We can trade epeso for via and xch there. No other institution involved. No Gox, Mintpal and co. This is the future guys

    Compiling both viacoind and clearinghoused is not the problem. It's how to extract addresses from form with metadata and then sending instructions to clearinghoused.

    First off, let me remind you off the bat that this a free distrbuted coin. Even if the worst happens, nobody loses anything.     If a government entity wants to create a Crypto currency that is official or somehow tied to or backed by their actual currency, they aren't going to BUY some existing tokens.

    They are going to issue Tokens and require that they are purchased with Fiat pesos. They would have full control over the tokens population.

    So, that said, I'm pretty sure this would be a prof of concept token which the apps, etc, are written to use. But, if those assets are accepted/acquired they would be switched to the officially backed government token.

    The faucet is still under development, which has taken most of our time. In fact, we may have to ask for more budget from our government client. Our main problem is how to discern if the wallet recipient is Filipino. Also we plan to send out epesos to 10,000 to 100,000 addresses.

    After the distribution, we plan to test how holders will use epesos in a local environment (for example, one village). However we need to build simple infrastructures in order to enable that (over-the-counter exchanges, merchant acceptance, etc). We have been studying Hullcoin, so we look at that for guidance.

    I've been reading the threads here at Bitcointalk. It seems the culture here is to acquire as much crypto-currencies by mining or by purchasing large amounts in order to "dump" to unsuspecting buyers. I'm sorry to say that exchange listing is the least of our priorities. We want this to work.

    The congressional bill calls for 1 billion units, not 100 million units. If the government adopts epeso, they will probably issue 900,000,000 units more. Being an internet money, no entity can control its migration. The Philippine government can only guarantee 1 epeso per 1 php exchanged within its borders and its banks, but they cannot control its exchange outside its borders or in the internet.

    Like we stated in the OP, we or the government may/may not compensate beta-users of epeso. We don't know. However, if the cost of building new infrastructures for a replacement token is greater, then, who knows. For example, total value of infrastructures built is $400,000, then every 250 epesos is equivalent to one US dollar (why start from scratch?).

    The software is already paid for. We don't hold the rights.

    UPDATE:

    We are still developing the faucet aimed at distributing to Filipinos. The free distribution have been slower at the other online community. It seems that most crypto-enthusiasts are already here in this forum. In that light, we will probably need to explain the concept of crypto-currencies to other Filipino communities.

    If you're not happy with the free epeso given, I suggest you return it so we can give it away to someone else willing to participate.

    Nice work on the faucets. I am very very interested to hear about the mobile wallet you are developing!
    Regarding mining, this is somewhat correlated to price, and somewhat perceived price potential at least. This is because miners need compensation for their work to cover costs and will tend to mine whatever is most profitable for them at the time.
    Regarding tps, no blockchain can currently scale to 2000 tps. Bitcoin is about 7tps with current blocksizes, and Viacoin, assuming we were to use the same 1MB blocksize would be 175 tps.

    Treechains should allow scaling to very large numbers but this is still under research and development.

    Yes, continue to push forward devs, this is how progress is made.

    Crypto is a bad space at the moment because of all the "money grabs" & scams. That said, we know crypto is here to stay and the ecosystem will evolve so kudos on experimenting.

    No it wasn't the crypto people's attitude that put the dev off. He seemed like he already knew about crypto and how it could be. Any worthwhile project would not just stop progress because of fud. I dont know what the reasons are for the dev not even logging on anymore, but theres a high probability that this project is dead. Even if the dev does come back with a "hey im still here guys", just seeing how he's handled this entire thing already lost a lot of people's confidence.

    Again, at the end of the day, looking at the bright side, at least nobody lost anything.

    I think the lack of evidence that it was actually being distributed within filipino communities is enough reason.

    Last update was that they are building the apps to distribute it. Faucet and mobile. That would also take a bit time. Moreover, those guys are not the usual dark crypto folks. I guess they are not really impressed by the attitude in cryptoland.

    No it wasn't the crypto people's attitude that put the dev off. He seemed like he already knew about crypto and how it could be. Any worthwhile project would not just stop progress because of fud. I dont know what the reasons are for the dev not even logging on anymore, but theres a high probability that this project is dead. Even if the dev does come back with a "hey im still here guys", just seeing how he's handled this entire thing already lost a lot of people's confidence.

    Again, at the end of the day, looking at the bright side, at least nobody lost anything.

    I did not want to imply that they stopped cause of fud. I could imagine that they stopped interacting with us on bct as they 1) are developing the faucets and mobiles and are 2) focusing on philipine real world people. I only want to ecourage them to let us know how it is going. This project does not need any of us sad and dark crypto geeks.

Yes, we were coding scripts to distribute through Facebook authorization just like Stellar did but our bosses didn't like how it was gamed. We were looking into distribution by social security numbers, but we don't have access to it. We need government approval first. So the only way is manual distribution which takes a hell lot of time and effort. If you have a brilliant idea on mass distribution, we are all ears.

    Our objective was massive distribution. Until we solve that, we don't want this coin traded.  However we lack funding and the main coin "Viacoin" looks struggling for actual use.

    Keep your free coins or better yet, give them to your friends and relatives, maybe we will do a coin-swap to a better platform like Etherium, NXT, or Bitshare Asset. 

    Or maybe suddenly we will be given a big budget and then continue with the development. I cannot say what the future holds for EPESO. I apologize for the lack of updates as we were busy with other IT stuff.
