Setting up and offering a gambling site on the basis of a License in Costa Rica is permitted, it is not monetized.
The license you need to run a gambling site online is the same license that you need to run a regular business.
Very simple and there is no need for a business plan on the table. From a legal point of view, Malubit has probably operated legally,if they really do have a business license in Costa Rica. (leaving out all allegations and events, and looking purely to the licensed aspects).  You do not need a gambling license, a normal business license is enough.
However, there is no organization or agency you can fall back on if you are duped/scammed. My advice is to stay away from casinos / gambling sites that operate from Costa Rica.

Gambling in Costa Rica is not regulated. That is, it is not illegal, which automatically makes it legal. There is no supervisor in Costa Rica, nor is there any official licensor like in (for example) Curacao. Casinos / gambling sites located in Costa Rica should immediately receive a red flag from a user. The only license that can be obtained there is a data license. This license makes it possible to manage an online gambling site, but with the same license it is also possible to manage a Chocolate shop online. A cheaper and simple solution for a company that has just come into the gambling sector, but usually only interesting for Bitcoins. Payment processing systems do not do business with this kind of shadowy companies and that is also the reason that their own Bitcoin servers are set up.
My advice: Stay away from every casino/gambling site that is licensed in Costa Rica.

I have checked the website, but I can not find any type of license on the site. Maybe the representative on the forum can clear this up?
If there is no license for the website, it will be a good reason to back off for most customers.
Even if the website is White Label , it means it is under the supervision from the company. The company who is offering the White Label solution must have a proper license.

If I can give advice; the new site now has domain beta.cloudbet.com
But the average forum visitor knows that Beta stands for some kind of test version, I think it would be smart to change the subdomain here.
If a user goes to beta.cloudbet.com, he may think it is unstable or is still in a testing phase and is not yet functional.
People may think it is not fully operational yet, and may be afraid to deposit and play.

@gosha@e-coin, wolfbet is somehow different from other casinos because there is only the dice game. Their strategy was to offer only a single game and improve it by adding more features to make it stand out from other dice games.

However the concept is the same. All you have to do is to move the slider to choose a number and wager on whether the roll outcome will be higher or lower than that number.

The big problem begins when people are starting to realize that they are really addicted. They may feel the most worse feeling in the world, but we can assure that there are much more people who can share this feeling of losing money with gambling. Gambling addiction is a serious problem, the first step is to admit and recognize that you have an addiction. I read somewhere that it will take the same time to recover from an gambling addiction, as the time that you were addicted. Sharing it with somebody you can trust could also help in the process.

 Only play with money you can afford to miss. But I can imagine that it is difficult for people who are sensitive to addiction.

Since this topic has a negative trust now with a red card, I think it would be a good idea if some users will share their experience regarding the current promotion that Betnomi was organizing.
Are there people who played with the free funds and were able to withdraw some money of it (of course after meeting the requirements from the bonus amount) ?
In m opinion, it is not fair to judge a site based on the past (from what I can read it is not related to the owner of the site)
As the owner of the site explained his situation already what happened here. For me personally it is also positive that the owner takes the time and patience to reply on the forum and answer the questions.

I do not judge about the quality or service from a sportbook. But here is the rating guide that I found.
I have to say that is a little controversial, there is a red card in this topic for the author of this thread, but on the other hand; they are ranked as A rated book.
It is very difficult to judge these kind of situations. It can happen that sportsbook have for example 97 succesfull payouts, and 3 complaints. It is a good possibillity that the poeple who are scammed only complain here, and I do not know if moderators give the red card, or that it will go by automated process.

It very much depends on how much you have won / lost. There are those who have lost a fortune. If you once request a "small" payment of 1 BTC, you can count on them to pay out quickly.
The only thing 1xbit looks at is ROI. Once you have a positive ROI, the problems begin. Reviews have also been written from people who are only positive about 1xbit. Others, on the other hand, are only negative. The truth will be somewhere in the middle, but I tend to draw more to the negative side. The fact that this bookmaker does not show license information on its website should already ring the necessary alarm bells.
It is also not entirely clear what the exact connection / relationship with 1xbet is. But I have to say that their market is very big.

I can not imagine they will make any problems of that, since the amount in question is only 5 mBTC (not 5 BTC).

I think it would be smart to give an indication on the website, when you are about to launch the site and not only state "Launch in 2020", it could be anywhere in 9 months.
Customers want to know a time frame. Not exactly of course, but it would help to be a little bit more specific.

Sportsbook Nitrogen Sports  is an A ranked sportsbook according to the ratings from the forum. They should be there for some reason. If there are problems with a customer, you can normally assume that those things will be solved. They may need more time to investigate. I do agree that they can at least respond for a moment. How has the reaction been so far? Have they not indicated anywhere that it is being investigated, for example? I can imagine that some things are more complex than others. If you really did something wrong, it would be a smart move from Nitrogensports to clear this up in the forum here. They do not have to step into details, but at least give a explanation about the situation. And then in private contact, resolve the issue with you. I am sure they will solve this professionally and correctly.

I do not think TOR is a good way to connect to a Sportsbook and place bets. First of all the connection is usually not very stable. Secondly, the dynamic range of IP addresses might give account issues with logging in from to much different locations. I think you have to be careful with that.

I personally think there is a big difference in the limits. And also the degree of commitment what it is like to bet a large amount.
If you are rich and you have a significant amount in your bank account, it is easier to put it online in your account. Hypothetically, you could simply put 100,000 USD into your account and bet at roulette. I don't see people doing that very quickly in a Physical casino.
The main difference now is that Physical casinos are (almost) all closed. Online casinos are now over. But besides that, the threshold is also much lower to take a gamble online. There are also plenty of people who live somewhere where there is no casino nearby. Online casinos therefore have many advantages, but also certain disadvantages. It just depends on how you look at it and which points you value.
