Somehow I don't think it has a benefit for government or bank, Bitcoin only help the citizen to have a better life, so the economic of the country is getting better, other than that there are nothing specific that can give advantage to government and bank, the income tax is decreasing, and the government and bank can't supervise any transaction especially illegal transaction

I am with you, I think it is fraud, the person just guessing, if the person really got the fixed matched, impossible he will spread it, because he can get a lot of money by the match and it will be safer to keep his prediction to himself rather than spread it around and asked for small money, I think the person is great at predicting the result but it is not a fixed matched like he claimed
