The government banned all ICO because most of them were scammed the investors, and I think there is a bright side why ICO being banned, it will decrease the ico victim and cut the amount of alt coins that already too much in the market, and ico doesn't give any tax or advantage for the government, if ads about cigarette still have tax income for the country, porn is also legal in some country, but I never see child prostitution on the ads, if that ads appear then the government need to take action

Yeah but not only eth that go down all of the alt coin also go down because of BTC price falling down sharply, in order to alt coin to go up , BTC price need to go up first, and there were no fud that cause eth price falling down, but the market still very unstable and there are not many investors put new funds into crypto

Yes maybe 7k could be the indicator to go up but the problem is the price went back again, and this already happened for few times, seems like the market is struggling to go up, maybe the market need to stay under 6k for a while then able to continue rising to higher limit
