Considering the present time of the year that we are right now, i don't think December highs can be reached because the market has been retarding since the beginning of the year and nothing has changed so far. Cryptocurrency is seen as a new innovation, and as such has the tendency of existing on a longer term - This i think brings confidence in the minds of investors.

Despite the fact that there are lots of scammed ICO this days, it does not dispute the fact that there are no genuine ones. This meeting will eventually bring about two things, which could either affect the crypto market positively or negatively. The outcome of the meeting is yet unknown as it has not been held. So, investing now and waiting for the outcome of the September meeting, should be a personal decision.
