I just found this account by accident and was looking through its history. Clearly the account has been used for no good. Why not remove it from the system all together? These users are up to no good so why let them continue? Basically because scams are not moderated. Staff members don't ban accounts that have scammed, that's why the trust system exists. I'm sure he would have more chances to make a deal (or to scam) using a brand new account anyway. Regarding signature campaigns probably not many signature managers would allow him and if they do that's just their problem. In case anyone wants to check the account here it is.
