Все равно, прежде чем участвовать в ICO нужно быть теоретически очень осведомленным человеком, поэтому для новичков я бы однозначно рекомендовал топовые монеты, за которые со временем можно будет прикупить и новые токены.
Полностью согласен, новечку не стоит участвовать, а закупка ТОП-30 это более стабильный доход для новечка. А потом почитает и наберется опыта для ICO. |

Does coinbase support your country? If it does that would be your best option. The other option for you is cex.io, but since the rate is too high for you, you can try localbitcoins and buy it over the counter. Not sure about any other exchanges and if they can be trusted or not.
