Just now I tried moving the same thread and its possible for me to move at the moment but I still remember when I tried earlier, I couldn't do that.
You may have mistakenly remembered, there has never been a blocking before, and so is now. Users are free to move between sections as long as they find it appropriate.
If it is possible to move back the moderated thread to the same section then "what is the point of reporting and moderating such things?"
It is in the wrong section, we report it, the morderator moves it, but if this is repeated many times, this thread may be deleted. I do not remember clearly about such rules. In some cases, users try to put the topic in the inappropriate section even if it has been moved, it has been complained before  Undecided I think the topic should be deleted if repeated violations

But it does not mean that it is not allowed, in some cases, users should publish the message to clarify the problem. In this case, it is absolutely allowed. A few other users have made private messages public when needed, Yahoo62278 is an example, he is transparent in the matters to be handled.
If in the opinion of the community it turns out that this is not a trust case, then I will remove the tag or will replace it to a neutral one.

OP, I'll second the suggestion that if someone is spamming garbage in a thread, hit the "report to moderator" button.  They may or may not act on your report, but at least you took action.  But I'd say just let most idiotic things you see here slide right off you, because there's going to be a lot of it--and it varies widely by section.  If you get your fur ruffled because of the number of morons posting absolute crap, you'll end up either pulling your hair out or leaving bitcointalk altogether. 
Report to moderator - On the positive side, this action is good, it will make this forum cleaner every day. But speaking a little in the opposite direction, I hate to see the accuracy rate in my reports decrease, some of my reports are not censored, others rejected despite that posts are extremely useless  Roll Eyes Like you say, we act, but the morderator don't  Roll Eyes
