You are proposing that a company should trust another individual with millions of $. Let me ask you this. Would you agree that I keep all your money, the money of your family and relatives, friends and partners for safety reasons so that you dont end up scamming each other? That goes against the whole belief in a decentralized ecosystem.

Meta would in that case turn to a single Spam fest. I used to love to participate in the Altcoin discussions but now when I open it and see threads named Will ETH reach 1 Million, Can I get rich with ETH and similar I dont feel like writing there. Users would use the opportunity to spam the Meta section also hoping that they can get a few merits here and there not caring about the quality they post at all.
But I would support the idea that participants of Bitcoin signature campaigns are allowed to post in Meta. For those campaigns accepting only Hero and Legendary ranks.

Stablecoins are not useless.
Imagine buying cryptocurrency X as your investment. A few months later the project starts losing value and your portfolio is down 5-10%. This is the part stablecoins come in. You decide to exchange your cryptocurrency X for a stablecoin in order to prevent more losses. You now have a stablecoin asset and in the weeks or months to come you notice that your cryptocurrency X has lost another 30% in value and you just saved yourself a whole lot of problem.
Yes you could have exchanged that cryptocurrency X for Bitcoin but who can say what value Bitcoin would have had in that same period of time. But in the case of your stablecoin it will still be worth $1 or around $1 per one coin. And the USD is more stable than regular cryptocurrencies.

I am sorry to say but I dont think there is much you can do. How big is the amount you got scammed for? I am asking because even if you manage to get hold of the IP address and if you search for the address you will only get the provider who is behind the address and not the actual person-location. From there on you would need to involve the police to open an investigation. If the amount is small it is not worth the time and resources or depending on the laws in your country the police might not even act on it if the amount is below the point considered to be a criminal offence.

Although you are free to do with your merits what you want sending a merit to someone who sent you a merit can be considered as merit abuse and as users before me stated you could get tagged for doing that. But, if the user who sent you merits has quality posts that you would award in case you have Smerits to send I dont think that would be a problem. Only in case the post deserves to be awarded with merits. If you award a post that has absolutely no quality at all most people would see that as simple abuse of the system.
But if you ask me I wouldn't do that if i were you. That is very close to be considered merit trading or merit abusing and could get you into trouble.
