Are there any exchanges where we can trade with NEO &/or LTC Pairs insted of BTC, ETH. I had bought Neo and LTC at very higher prices but dont want to sell in loss.

I do not know of any and even if any do exist I am sure that they won't have any reasonable volume so you won't be able to trade with them. I assume that was your reason for asking, so you could look to grow your NEO/LTC holdings without selling them?

Yes, instead of keep my Neo and Ltc, it would be better if I could trade them against other coins and increase my holdings.

You can find NEO pairs on Kucoin, and LTC pairs on Cryptopia, but their pairs have low trading volumes
I think you need to know that trading in any pair has the same risk and you can buy back NEO/LTC to take profit even though you trade on BTC/ETH pairs

One would wonder why anyone would want to trade any other pairs other than BTC and ETH. But for the asking, there are NEO pairs on Kucoin you can trade on, that I'm very sure of because I trade on there, but the volumes are piss poor

You can see all the available NEO markets here:
https://coinmarketcap.com/currencies/neo/#markets

Same thing for Litecoin here
https://coinmarketcap.com/currencies/litecoin/#markets

Unfortunately these coins are not main trading pairs like BTC or ETH but you can still find a few options to trade for + FIAT.

Binance has a few NEO and LTC pairs, but you'll find that most exchanges do tend to not have many pairs for either coin, or volume's extremely low on pairs outside NEO/LTC to BTC/ETH or to any of the bigger cryptocurrencies. Most exchanges do have pairs to Tether nowadays, but I typically don't use those pairs. You definitely do have more freedom trading to ETH or BTC as you gain more pairs and more volume though.

NEO PAIRS
1. Switcheo Network
2. Kucoin

LITECOIN PAIRS
1. Cryptopia
2. STEX
3. Trade Satoshi
4. Mercatox

Those are exchanges that have both NEO and LTC pairs with even other altcoins that are not ETH or USDT. However exchanges like binance or huobi or Okex usually just have just a couple of trade pairs for example NEO/BTC, NEO/ETH or NEO/USDT.

I dont see any different value of crypto if they trade in others different pair, the different value of crypto wil be according to spread and trading volume of each exchange. Good exchange to trade crypto with pair LTC will be in Cryptopia.

Absolutely your correct do not sell your coins in a lower price jus hold and wait for the next rebond of their price value in the coinmarketcap.

Here is the list of exchange that you can trade coins do you choose
https://cryptocoincharts.info/markets/info
Or you can visit this new one exchange not offering the coins do you want to trade but i recommend it's good excahnge for trading: https://nexybit.com/tradespot
