All are welcome to join in cryptocurrency, all individuals whatever education they have. Because how will be crypto be adapt worldwide if theres a wall with that uneducated people cannot join crypto. If theres uneducated people wants to join teach them, guide them and nourish them this is the way so blockchain technology can be adapt by the masses.

Its best to ask the bounty manager of the project you have participated. What are the reasons why the bounty distribution took so long. Maybe the project extended its ICO or the project is dead and not reaching the soft cap. Those question are only answered by the bounty manager.
