Yes, of course it's downloading the block chain, it's a fully functional wallet that is scaled for mobile platforms. 

I'm not sure if this was addressed already, but won't staking on mobile decrease battery life considerably? If I previously understood correctly staking mobile wallets have not been developed because of said problem.
