What is dex?
I think he is talking about decentralized exchanges

Dex are exchanges, where each token can be sold without official listing, while on cex it has to be listed

No, I've never had any problems with russian people. I had problems with scam, which they'd created.
Anyway it doesn't mean all Russian icos are similar
Most of them are extremely disorganized and often break their promises, it makes investors to disappoint, even if a project is not scam
