I agree to neilost about trying to contact the casino. If he was able to submit kyc there then it is possible that it will be considered to give the funds to the retrieving family informing the casinos about the passing of the account owner whom is their relative.
I don't think that will be possible since they couldn't open the phone and had already set it to default. There's no way to know which and what casino he had played on or gambled. It's possible that some of his friends are aware of certain casinos. It would be helpful to suggest this to his family so that they have other options available.
