They are never supposed to be violent at the non-violent times, but they often are. This means that ISIS seldom does wrong, but cops do wrong on a regular basis. Cops are way worse than ISIS. I personally would not buy such a high value coin without either being able to view it in person or if it was graded by one of those two.
