I am sorry about your sad experience, it happens to almost every newbie that joins the crypto world. Also the point is that not all the the projects were scam, something might have been wrong why it happened that way

I will say they provide more for them than when they ran their ico independently.  The ico lacked a lot of things mostly security and trust from the investor and the ieo made the investors Trust the exchange so the exchange provides a sort of regulation on the project to protect their users.

PayPal joining the crypto business is indeed a great deal. I am quite very sure they will be developing a payment option using blockchain tech. They might have other great plans but their business model already fits into blockchain

I am already buying,  I started buying even before the bull run started.  So what I do is look for a potential Coin or token to invest on and start buying gradually. I study the market almost daily and look at how the market most assets are doing.

have you had a look at litecoin? It's been doing very good so far and I think it's worth investing in. It has hit $100 Mark in just 1 week. Rumors had it that. Because of the increasing rate of Bitcoin fees many are moving to BSV and any other possible Coin with low fee

I think this is a correction,  looking at the market you could see that the price of Bitcoin and ethereum especially has been quite stable between 7200 USD to 7900 USD for Bitcoin while ethereum hold at 230 USD and 250USD so we are expecting the price to move up again.

This similar topic concerning the IEO has been deliberated here occasionally on this thread and yet yes, the IEO has been a great success so far and have in some way guaranteed security to investors

I really don't know what you mean judge, but if it's what am thinking then I would say you can't judge if you hadn't done a proper research. Make a deep research on which project you want to go into before investment

haven't heard of that project to be honest,  I think you should be extremely careful of any investment you are trying to go into. No matter who introduced any project to you, make sure you do your research.

I don't see this as a bull run and cannot recommend this as one. The market is yet to improve from its all time high in 2017. Many is yet to recover it's losses from the crash

because many foolish ICOs came in 2017 and achieved nothing does not mean we will allow such scenario to occur again in 2019. Investors have became more than wise now and will not invest it's money on anything without proper research.
