Unfortunately this won't stop. In the end most alt coins are dead and only the most innovative coins will survive. Most people won't even look at alt coins in the future anymore.

Because it'll take a while to become senior member. When you're senior member you can enroll to signature campaigns and easily earn 0.1 a month.

Because that's against the rules.

Easy to get around the rules. I suspect many do it.

What should be their punishment?

My vote?

A. Slavery until double the amount scammed is repaid. Negotiable to 100% if the accused isn't entirely at fault (did they really get hacked?)

B. Death. Yes, the death penalty. (There are too many honest, hard working people falling victim and losing years of their life in the form of hard work to thieves getting a "quick lick." Death to the evildoers.)

What is your vote?

Death penalty is a little too harsh. Cut off their hands so they can't steal or type anymore is better  Grin

0.001 or 0.0001 would be good? That way people can buy several tickets without spending too much money.

0.005-0.01 sounds more reasonable in my opinion. You'll need tons of tickets to reach a 5 btc prizepot with tickets costing 0.0001 only

I've seen in the past that many gamblers are requesting a loan. I even got scammed by one (he was my referral on a casino). Now this doesn't have to be a bad thing but we should be aware when gamblers request a loan. Therefore, my suggestion is to make a list of active gamblers requesting loans

I'm pretty sure this will reduce the percentage of scams. Some of them are pretty easy to find. If you know any, please post them below.

I don't think making a list would do any good. A gambler who wants to return your money would do it even if he looses while gambling and a person who has in mind to steal away your money would do it even if he isn't a gambler.

Unfortunately that's not always true. Some gamblers do everything to feed their addiction. Think about stealing from family members requesting loans etc. But I guess this contribution doesn't make a lot of sense, maybe you're right.
