I think the most important is you have to show your member your real ID. So member ca trust your exchange.
Then you have to follow legal stuff and regulation in your local country, to make sure you are legit service.
And make a good promotion to interest more people.
Also, a signature campaign on bitcointalk.org and other bitcoin forums will be necessary to create awareness about the new btc exchange you've started.

It was obvious that something like this will happen, soon or later. Bitcoin is much more simple to use, anonymous, no centralization etc. and more and more people using it. Of course that banks can't ignore it any more but they already lost this fight in the long term. They have no chance to win because people wants financial freedom and don't want to be controlled by the governments. It's natural development and nothing can stop it.
The thing is, when governments see that lots of people are using bitcoins, they will find a way to control/regulate bitcoins to a degree at least. So whichever way it goes the governments are determined to remain relevant. Take that from me.

This is like the 3rd time in a year that Russia is going to move forward with banning uᴉoɔʇᴉq. Not possible, it is a decentralized technology and does not belong to any certain geographic area. It is global.
I really do not understand why Russia likes to distant itself from the rest of the world. Russia is about the only country that wants to ban btc, why? I do not know. With time Russians will see the futility of this.

If you mean, if you post in the OP "All posts must be in this format" or "No posts about this topic will be allowed in this thread" Then yes, that is a local rule to the thread, and people violating that rule will have their posts removed if reported. If you mean to make it complicated and say "all posts after post #3 must be *insert rule*" that is probably a little unnecessary. That said, keep your request reasonable. If its something like, no posts with the word "the" are allowed in this thread, the local moderator might ignore it. If you want to set a rule that might be hard for a moderator to moderate, or you want to have the posts deleted promptly, I'd recommend making the thread self moderated. But something like the examples I gave above are fine. In other words I could make myself into something like a mini-moderator. This could really turn into a game, for instance I could go to the offtopic section and write a topic like 'Ten horrible farting experiences' and inform everyone they can only post about their embarrassing farting experiences and their post must include the keyword 'fart' at least three times.
