If it was spending "fresh" coins then it wouldn't match the free tx criteria and would take ages to confirm. Best bet is to do wallet surgery and doublespend.

Why are they using a large amount of coins for this purpose? Couldn't they just transfer 1 coin back and forth and acheive the same result?
A good question - does it have something to do with the minimum tx fee algo or maybe the spammer is just "showing off" how much BTC they have? The free TX policy has a coin days destroyed. For example, sending 100 BTC around would allow you to get free TX 100x faster than sending 1 BTC around.

Either someone is bored and wrote a script to keep sending the coins back and forth, or it's passing data. I think the latter is more likely.

But isn't them providing bitcoins a service and GST is charged on all services and the fact that bitcoins are not considered currency could the government also not clam that bitcoins are goods?

While browsing the Bitcoin wiki, I've discovered Bitdeposit.net. I laughed while reading their page: Steps to make a deposit 1. You will recieve your bitcoins back + 5.3% extra after one year Despite claiming that there are over 3500 BTC "deposited", the block explorer link for that address shows http://blockchain.info/address/16EyxKUGwaNYWTwk2VGgMCnj9yQ33GNRvH 0 BTC. (No, registering does not give you a different address). Registrar of Record: OVH. Record created on 2013-06-27.
