It's not about percentage. It's about excluding tx's from "all" tx pools. That's the only way.
 
Even if all of the miners exclude spesific address's tx's then those people can edit their mining pools & tx pools to accept only those tx's to create block. If they're lucky enough they'll create block and their tx's will be on the chain.

Your wallet is trying to solomine with unsynced chain. Probably because of your bitcoin.conf file.
If there's a line says: "gen=1" on that file; either change it into "gen=0" or just delete the line.

Also do not put wallet.dat file into blockchain folder while the core wallet is running. Start it and let it create folders, then close it. copy wallet.dat (and replace the new one) and then start it again.

Why are you starting mining with core wallet?
if you're not starting it manually, open the debug window and enter this command: "setgenerate false"

Also it seems like your blockchain data is corrupted (because of powercut), There're 2 things that you can try;
1- start bitcoin core wallet with -rescan parameter. If it doesn't work then;
2- clean the blockchain's folder (don't forget to copy wallet.dat to another location) and resync with the network.

Chain won't accept pow blocks after pos starts.

and then he can import it into another wallet (electrum, online wallets etc).
Then send the amount to you.

Since the old tx isn't broadcasted yet,(new one) it'll be broadcasted and accepted.

He's gonna open wallet (it doesn't matter if it's synced or not) and then console;
dumpprivkey inputaddress
it will return a string starts with 5
then he'll copy it and import into another wallet.

There're lots of topics about it.

Of course Bitcoin Core allows you to receive bitcoins at multiple addresses AND has many addresses it doesn't tell you about that are used for change from transactions.  It is quite possible (likely even) that the unspent outputs that make up the balance of the wallet are associated with a variety of addresses.  You would first need to get a full list of every address that you expect to have an unspent output.  Then you would need to run dumpprivkey for each and every one of those addresses.

Yes it says, you need to learn where to look.
If you activate coin (money) control feature and click the select input buttons you'll see something like that;


I've sent 0.01 btc from 1FAak to 1CaKiR address and 1KsP is created by core wallet as change address.
Input was 1Faak so 1KsP is kinda downline of it.

Some news. The wallet is uppdated. Coins are gone but no transaction took place. He said something about that the wallet said it was "conflicted"Huh It was in swedeish so I'm just "hard" translating
Probably chain is not synced properly.
Before deleting all chain your friend should try those commands on bitcoin console;
salvagewallet
repairwallet

One of those will try to correct the wallet. if it doesn't work then it's needed to resync the block chain.

It's not broadcasted yet.

But you can broadcast it manually then it'll be accepted and show up on the network.
first your friend needs to extract the raw transaction from the core wallet. (he/she can do it from console)
then it's needed to be broadcasted on here: http://blockchain.info/pushtx or here: https://btc.blockr.io/tx/push#!
