The price meaans nothing here, the main signs are capitalization and supply, that is why you have to choose good projects with not large and limited supply, even it costs more then a dollar.

In my opinion, if project is promising, you must hold, because all industry is growing and you will get more profit in the future anyway.
Sometimes it is better to sell, but you have to do it fast, while price is still on the level.

Firstly, it is good option to get investments for prospective projects.
Secondly, investors can take profit from investment in ICO.
But in both cases people should do their best in order to in order to get such result (devs have to make a good project, and investors have to find this project, which is not a scam).
