It can happen but not over 1k but near 1k for some time if we see next large pump after this constant signal right now with low volume and low price movement. But these days there is lots of pumps and dumps in price so expect it to happen again but what will be that dump or pump is not sure.

I think if you fund your bitcoin to neteller and than skrill than it will be not reversed by any mean and it will also not flag your skrill account as you are not recieving money from directly selling bitcoin. Don't sell bitcoin in localbitcoin with reversible payment methods, even you don't get chargeback skrill may go through your account to check funds and may lead to account termination i have gone through this.

Yes, but can be done with 2 accounts or more to cross their limit if you can risk some amount. I think if you have lots of activity or even have same name in two accounts they will flag you. To sell high amount at once, localbitcoin could be option, but skrill may detect if the fund you receive is from some fraud, than you will loss your account.  It has already happen to me in skrill when i get payment to sell bitcoin from localbitcoin.
