If that is true, then good for you guys over there, it would really be a good thing for the cryptocommunity, having more countries patronizing cryptocurrencies will be bringing more and more people and it is good in the crypto community. Its good to hear more countries are getting in to cryptocurrency, lets continue to spread the word and continue to believe in a brighter future that we are about to achieve.
Every government when it legalizes something that was previously illegal will have a special attraction for someone who knows it. They will be curious about the functions and risks that have been talked about by many people about cryptocurrency, and surely if they know cryptocurrency in a good way, I mean they read cryptocurrency information from a trusted source so it will give a good effect on the assessment that they will feel. Unless if someone wants to know cryptocurrency, but he lives in a country that still rejects cryptocurrency, then he learns more about negative information about cryptocurrency. So, I hope that all countries can provide opportunities for their people to assess cryptocurrency well and it would be better for the government to support it.

It is quite possible that big payers are cashing out early and making profits. they would be buying in 6k range and when it reaches a certain level they would be cashing out rather than holding it for long term which previously it could have happen. Due to which price is not rising easily above 8k.

I'm not sure whales are the main factor that made bitcoin having price less than $ 8000, this is a market condition related to regulations that reject the use of bitcoin. Continuous price reductions will make some investors sell bitcoins that they have, and that spreads to other investors, so they make the same decision to sell bitcoin even though they are in a loss. Indeed, whales does have control to make bitcoin prices rise and fall, but they will decide to sell and buy depending on the information that comes with cryptocurrency.

if you say this is good news and hope to be able to help bitcoin prices now I strongly agree, but if for bitcoin to be stable I don't agree because if bitcoin is stable, it will make bitcoin less interested by investors.
We can pigeonhole about old investors cause they like bitcoin with its volatility, they will still invest in bitcoin even though the price of bitcoin is not volatile, they can choose long term investments to address this issue. But the most important thing is new investors, many of them do not like bitcoin because of volatile prices, hopefully with a stable bitcoin price can attract every new investor to invest in bitcoin and also the most likely thing that will happen if the stable bitcoin price is every merchant will accept bitcoin as a payment system, surely this will make everyone know and interested in bitcoin.

That was wrong way if you only rely on cryptocurrency as the main place to get money, especially you only choose investment.
