Many issues can be solved by flashing a custom firmware, updating to the last stock version should be your LAST resort, I believe the "2019-08-08" version can still be unlocked, so do check Asic.to and AwsomeMiner for that.
The kernel log suggests that all 3 hash boards are dead

This, in a nutshell, suggests that your miner is completely DEAD, however, the kernel log can only tell you so much, other reasons such as a bad PSU or/and bad control board can cause the same issue.
There is a ton of troubleshooting that you have to do, start with the following:
1- Replace the PSU. 2- Flash a different firmware.

If the word "dead" is confusing, change it to "bad", so the answer is "yes" a bad PSU can turn on the control board as well as the LEDs but it won't be able to supply enough electricity for the hash boards, so it isn't really dead but useless.

I agree, after all, if this was really the issue - you wouldn't be asking such a question, your question would have been something like " S19 isn't showing the local network / can't find S19's IP address", but since you are not asking these questions, it means your miners are indeed receiving IP addresses and thus the IP report button will be of no use IMO.
As far as I know, nobody here has received their 19 series gears, also the chances that you may find someone who has them and does actually use APminerTool are slim to nothing, I think you should just contact Bitmain support as this is most likely a bug in the tool or the miner itself.

The issue does seem like it's power-related, it could a bad PSU and it could be wrong AC value input, please check the voltage you supplying the PSU with, if it's below 200v or above 240v then that is likely the cause. Also, many of these issues are actually on the firmware/software level, so you would want to test it with a custom firmware, I suggest you try this firmware since it's the only trusted firmware for the E version of these miners.

You are 100% correct, those who want to support the flag or give negative feedback should perhaps do more "checking", but as for me I am 100% positive these guys are scammers, or else I wouldn't have gone this far. Having been in the mining industry for years I know scammers when I see them.

Noise on the input can lead to noise on the output.
This makes sense. ... whack it with a hammer a few times.
Sounds like an easy fix ![Grin](https://bitcointalk.org/Smileys/default/grin.gif) , this can also boost its hashrate. I also have a test fixture on order, but it may not detect an intermittent problem like this.
The tool shows you at which chip the signal was intersepted, the firmware that comes with it doesn't shut-down the hashboard even if a heatsink or a chip is loose, I think it will do what you need it to do, meanwhile, you can contact them on thier telegram/whatsapp to see what kind of issues does that tool fix and how does it actually work.

Guessing the power at my host is a lot noisier than at my home and maybe that is pushing the marginal chips over the edge. Might have to come up with a way to inject noise into my power to replicate that at home...
I don't know much about electricity, but if noise is the issue, won't that affect only the PSU itself and not the DC power that gets delivered to the hash boards? if I am wrong (very likely) then please correct me. Anyway, I think that the miner started to act funny because it was moved and driven for a few hours, my guess is that if you try it again at home, it will have the same problem. I'm going to try heating each hashboard on a rework preheater ( like this one) and use a thermal imager to look for heat sinks that rise in temperature slower than the rest. Sounds like a good idea to troubleshoot that, not sure if that will actually work if you are thinking about fixing a lot of miners it might be worth investing some $$ in buying the fixture tools from https://www.zeusbtc.com/Repair.asp.

Phil, that proof was really unnecessary, I know you are honest and you wouldn't lie about it, perhaps I failed to explain to myself, and just so that we don't go off-topic, I sent you a PM explaining what I meant. I also had "better" luck with the 50TH Pro's but still pretty bad. 35% failure rates across my S17's.
30% and higher failure rates are very, very, very common with the S17 series, mine is well over 40%. ![Cry](https://bitcointalk.org/Smileys/default/cry.gif) . the worst ones are the E and + versions, the T17 is half as bad, the S17 Pro is kind of good. Anyway, I won't be buying any of these S19 gears, but I hope that they are robust enough and those who buy them can actually mine with them for at least a year or two before starting to see dead hashboards or toasted PSUs.

I can't vouch for M30S although I only heard good stuff about them I know that M21s is a BEAST, the only 17 series gear which I was kind of lucky with was the S17 pro, Phill was one of the few lucky guys who were not screwed by the 17 series, for most of us, it's hard to believe that anyone else could have had a good experience with the 17 series, in fact, if I didn't trust Phil I would think he is simply shilling those terrible gears, but I know he is telling the truth and I know he was just lucky and I am happy for him.
My experience with S9k, S9e, and all of the S17 series makes me hesitate to buy these new S19/S19 pro, I have always been a Bitmain fan, but when I tried MicroBT I knew bitmain was a joke, of course, with an exception of S9j, S9i, and S9.

I don't think Scott has anything to do with Hashexpert.net, it's owned by Oleg, he is also a very trusted person in the "telegram" mining community, I know him for years and we have traded large amounts of coupons and I bought a lot of mining gears from him. With that being said, to me, someone like you shouldn't need to use escrow, you are just as trusted (if not more) trusted than any other known mining escrow, so OP should consider sending you the gears first.
