As I see from OP, POW supply is only: 1,225 STS.
But why I see a millions and millions  STS traded on YoBit.

I am bit confused 

No selling.
Just want to send them to exchange
and back to my wallet in a few chunks.

You are right, price is a few times lower than mining price.

But, its good for me cause I can buy a little LTCR everyday after
I get payout from my BTC rig. 

I am rather for slow and stable price raise than big pump and dump.

example: user can buy limited ammount of LISK from
one IP or something similar ?

What if some BTC whale decide to jump first
and buy LISK for, example, 500 BTC ?

That mean he can own half of total supply and
that can be really bad. LISK can become centralized and
holded by just few peoples.
