What does this exactly mean?

End date and time: Monday 13th of June at 20:00 UTC and when there have been no new bids in *3 minutes*
It's a "no sniping" rule.
Basically, a bid close to the ending time extendes the auction until 3 minutes after the bid.
If now another bid is placed, the auction will end 3 minutes after that new bid, and so on with every bid placed, up until there are no new bids placed in a 3 minute window.
At that point, the auction will be over.

Usually, I just report ref spam topics and don't give them too much attention.

This one is a little different though, the user Dorrittulx currently is creating a ref spam topic in each and every section of the forum (a total of 28 update: 71 not yet deleted topics at the time of posting this thread), and since they are using a senior member account, they are abled to post those topics way faster that they can get deleted by mods.
Hence, I think there's a ban due at this point, but have a look yourself:

Is there anyway to get a buyer funded/unloaded coin though? I prefer those as funded coins force me to spend extra money (in this case around 0.3BTC for the whole set) that could have been used to buy other coins.
I don't plan to sell any of my coins nor do I plan to fund them, so there shouldn't be any issues in NY case.
