About the first and last thing overseas people want from UK is an education degree. I say it's overrated though...you wouldn't imagine how easy it was to get in an UK university apart from Oxbridge, LSE, and Imperial.

Depends on Uni and the specific course but there's more than those three that are difficult to get in to. About top30 (depending on the course) may be difficult to get into.
For example in 2011 the acceptance rate for CompSci & Math related courses was 15% for Nottingham Uni (which scores around 20 in UK) and 21% for Cambridge Uni.

RoR is a framework written in Ruby, Ruby is a language. If I were you I wouldn't limit myself to specific languages unless it is because you want to develop the website in languages you know yourself (but as you are the one looking for the software developer, probably someone with more experience than you, I don't see why you would do that; even then, you can simply take some time and learn the language in question). I would understand more if you were to limit yourself to specific frameworks as each may have a different purpose).

Legalities aside, it could very well result in a ban from this forum. We take suicide threads very seriously and will actively remove any post that even considers suicide a viable option for the person who is contemplating it. Often, these types of posts will be deleted less than 10 seconds after they are posted.

Suicide is a private matter that is none of this forum's business, really.  As long as dank doesn't take out innocent people, who cares what he does? 

I would agree but we don't need extra bad rep for this forum because we don't need extra bad rep for Bitcoin. Not to mention that encouraging suicide directly or indirectly can be punishable by law.

Nope.  You're not responsible for the actions of another adult no matter what you post online.  Extreme cases that grab media attention are made exceptions of course, but mostly just to shame and name.

Problem is, in Europe people are so used to being stripped of their rights that they find it normal that ''guns are dangerous because they kill people so they should be banned'', forgetting who pulls the trigger. Gun laws in EU will vary from country to country so in some places it may not be that bad (Switzerland is a good example) but I think in most cases they are very restrictive compared to US. For example in Poland gun permits are required for anything else than 19th century gunpowder guns (even then there are some limitations...), and only 1% of the population has a gun permit because they are close to impossible to get for sport shooting and impossible to get for self-defense (unless one works as a bodyguard or something similar). Before WWII a permit was issued after a quick background check, after Stalin came everyone was forced to surrender their arms and their permits were revoked. Nowadays even the police is untrained, shooting on average 20 shots a year. Not sure how it was last year, but 3 years ago 37 tons of ammunition were disposed of for $130k because they were no longer usable after being stored for years (probably not in the proper conditions).
But in UK it gets so bad that carrying a screwdriver ''without a good reason'' can mean trouble because murders are committed with it:

Poland has zloty but it's not a problem to get a card or a bank account in EUR/USD/etc. If two parties want to use a currency other than PLN they are free to do so (the law says so) and a lot of people used to take mortgage loans in CHF (...which they later came to regret after last year's appreciation). I am against rep systems, not the idea in general, but due to the difficulty to properly implement it. People should judge for themselves whether someone is reputable by reading the forums or asking others who have conducted business with the individual in question. Besides, we already have a reputation system: the Ignore button. I'm sure not everyone will agree that the intensity of the color of the button is always inversely proportional the value of a user's post - and it would be the same with the rep system.

Might be ok for personal use from time to time if one wants to remain anonymous but I wouldn't risk it for a legitimate business.

A lot of financial institutions are unlikely to trust a relatively unknown currency like BitCoin. Also, you mentioned you were in Europe? I'll bet most banks are on an even higher alert now due to the recent concerns with UBS and Wegelin & Co.

Mentioning Bitcoin as a currency is a bad idea - for the sake of safety & simplicity just say it is a mean of payment like Paypal or Western Union.
