No one does have a scam record without scamming. But basically, you just admitted that you want to buy trust (You would be willing to use escrow if you weren't.) I hope you do know, how fishy your reply seems.

I just want to ask, what are the reasons that people should use your service?
People could use bitwala for example BTC VCC's, which can be used with paypal, or they could order just one of those anonymous VCC's (by anonymous i mean that they don't have to provide ID).
The 15% charge is just way too much when they can get the same service for like 2-3% fee by themselves as well, you do not even mention an escrow on the post.
You do not have enough trust to ask payment first, at least for the members with green trust and long trading history.
Did you hear yourself? Not all the people knows what you knew. And I don't force anyone, I just want to help and earn at the same time thats the reason % is higher to the normal one. Of course they need to send it first as anytime they can change their mind to cancel the buy and leave me in the air with the product I don't need. Just an assurance. Exactly right. Paypal is extremely dangerous to deal with because you never know when the chargeback is coming, and even if you send as friends and family nobody is safe. Therefore it is best to avoid any paypal sellers without reputation of selling paypal that hasn't been charged back for more than 180 days, unless you are a pro and willing to take the risk, ofc. I would suggest talking to what1005, his rates are only 5% more than what you're asking which is not much with a smalla mount like 0.02.
