Known proxies and TOR exit nodes are assigned a fixed amount of units of evil to begin with by default.

To rephrase my question: Am I right to assume anyone not willing to put a lot of effort into digging up publically available proxies or blindly switching tor circuits would end up having to jump through the evil fees hoops in order to farm up spam accounts as NLC is doing?

Edit: Or is it possible to create multiple accounts from a single, proxied IP, and then connect to them via a non-clean but unbanned IP?

Yes.

You'd still have to pay the fee if that proxy is known.

I think there's enough proxies and TOR exit nodes for him to create a new account each time. When someone is IP banned, the IP doesn't just get blacklisted as that would be a nightmare for legitimate users using VPNs, proxies and TOR. It instead gets a certain number of "units of evil".

I tested account creation over tor a while ago, for me at least the exit nodes I ended up going through seemed to have all been flagged by the forum already. Same for the most obvious proxies, which makes sense. Does anyone have experience here - is it simply a matter of trying a little harder or would someone creating multiple accounts day in, day out, from different IPs need to be have better resources than tor and googled lists of proxies?

They get infected by downloading the crap from the links, which then steals their coins and infects their accounts tpo spam more of the same which then effect more accounts. Nuke is just banning and removing all a users posts.
They also sometimes get infected after a major hack as some of the older accounts are unused and with weak passwords, easy to crack when you have the password hashes. Nuking also bans the IP (not a blacklist though, it's a bit more complicated, see my recent post: https://bitcointalk.org/index.php?topic=1150247.msg12115248#msg12115248).
3888  Other / Meta / Re: Do we have IP bans? on: August 11, 2015, 05:45:06 PM
Right, so it seems it's a new, clean IP every time.

I'm curious - how would one accomplish that? Are there ways for any old dweeb to access tons of IPs, aside from the usual public proxies and VPNs or tor? The solutions I can come up with all seem a bit hardcore for just trolling a forum.

When someone is IP banned, the IP doesn't just get blacklisted as that would be a nightmare for legitimate users using VPNs, proxies and TOR. It instead gets a certain number of "units of evil". The bigger the number, the bigger the fee you have to pay to create an account with that IP. If I'm not mistaken, after a certain number of IP bans over a short period of time, the IP gets blacklisted for a while until it "cools down" and becomes available for usage again (with all the "units of evil" I think).

Dar vienas klausimėlis.
Paaiškinkit man priedurniui (na gal ir visiškam durniui).
Gal pesimistai (gerai informuoti optimistai) nuleis mane ant žemės.

Bitcoin'as pats yra investicija, nors ir "long term".
