Fee size has nothing to do with wallet ...  it depends on current network situation (variates for each coin). Few months ago I cared a lot about fees but now the situation is much better so not paying attention much.   

The way I read your question I could say that it is already possible. You can transfer from one wallet to other wallet without an exchange.
