You are too early to conclude that ICO's is not meant't to increase compared to 2017 since we are in the middle of the year. Still there is a big hope to surpass the current value of 2017. And i may observe that there is difference of last year ico scam and today. So better to choose ICO project today.

Well, it does'nt matter if the terms of hodl is over rated because its your strategy of getting earnings yo your coin. Maybe your hodling coins in a long term are one of shit coins that is hard to recover it during the bear market. Or else there you are not happy with the coin that is why your making panic sell.

I think ICO rating is not measuring tool or indication for a good  ICO's in a blockchain as of this time because many have come to a point that the one you trusted is scam ICO due to many people will easily trust without any further research. Make your own research to prove that rating is correct.

So far in my country cryptocurrency is not legal because there are many requirements to be accepted by the government befire it came to legalizatio but people can do participate in ICO's works, can invest in solid coins in coinmarketcap.
