Will prisoners need access to smart devices in order to use CellBlocks? I'm interested in learning how it works on the prisoner side.
No they will use a kiosk based system like this one where they can login to their desktop account and there will be their wallet to use. That kiosk looks legit. I think the idea for a kiosk was pretty smart and definitely more sturdy than just having a computer. This is how

Maybe you need to look into the project, it's all layed out and makes sense to the rest of us who take the time to read it.

I don't get it. I had a account with coinbase for about 6 months last year and only used it to buy 200 in BTC. Tried to open new account and they closed it and the other according to their KYC/
I also tried with CEX.io and got the same thing.

This is one of the few tokens that are truly thinking outside of the box. It's ideas just like this that no matter who is running it, the concept is awesome. It's not a easy road, but what one is when your the first in your industry? If cellblocks gets this done, they will own the prison system as prisons most likely will not allow tons of tokens when one can do the job!

Once a prisoner has a Cellblocks balance, are they able to cash it out for USD? I ask because it might be useful in some situation to have that option.
From my understanding due to their limited internet access they would have to send the tokens to a loved one who can sell them on a exchange for them. Who said life in prison was easy :-)

Yes it is not unheard of. ICOs changing the hard cap limit or token. If they find an issue with the existing tokens then they might issue a new one with new tokens. Also it is common for coins to change the total supply, emission logic etc as project becomes more mature (or community pressure).
