I think that you should change the formula for your payouts.
I checked the last 10 payouts, and you gave nothing to 80% of the people (not enough posts).
You should take into account the number of total posts, and reduce the need of new posts, because sig is also displayed in old posts.
Something like:
activity/10 + new posts * 2
or
posts / 100 + new posts * 2
