Signing a new executive order for drugs means that the tokhang (correct the spelling) is not successful finding new ways to stop the drug from spreading in the country. If this was signed by him before the extrajudicial killings, i think there will be no lives that will be in vain.

I think the more reason is their parents. In the late days, there are lot of parents who are strict and kids are so good and they follow their parents, if not there will be a big punishment which kids dont like.
