yes right, before selling your coins, you must first to see the price of coin in the market, it is a thing to be considered. if I was in a state of urgency it would sell the coins I had even though the coins were down.

usually I hold my coins for 2 things only ..
1. I hold the coin because I have not considered profit.
2. I take off my coin when I face emergency money needs so I will sell all my coin.
I agree with your opinion about the second point you are throwing, about holding a profit coin, because if we sell coins with ico price itself a bad road, no profit gained. and at this last point also often happens to me, when urgent circumstances I immediately sell it, even though the price is down.

i suggest you to learn indicators. start with simple ones like Relative Strenght Index and Moving Average. with RSI you can see overbuy and oversell situations.  i'm using rsi for daily trades. and it helps a lot.
sorry in advance, i have never heard of RSI, stands for what is RSI? because my science is still a little. can you provide a link to download RSI or an article that explains in detail about RSI?

rsi is rate of buy/sell.  if it is over 70 it means overbuy and its signal for selling.  and if it is under 30 it means oversell. signal for buying.

Its good to see that you are actually considering to launch an ICO for your project, which in my opinion is a good thing. Launching an ICO requires a lot of hard work and team work. Take your time build up your concept so that investors can be interested in your project. The basic steps that I would recommend is to bring forward you white paper, ensure that its appealing and easy to understand. You should have your team for marketing, designing,programing, legal, customer service, administration etc. purposes. Ensure that your website and graphics are properly designed and looks appealing. You should have enough funds for banner advertising, ICO listing, bounty campaigns etc(advertising purposes). Consider those as the basic steps.

according to the explanation you provided it has given you information to start the ICO, you should take a lot of time to reconsider the project you want to build, teamwork, make as much detail as possible about your project so that everyone who reads it is understandable to the investors as well as the participating in ICO.

about the words you describe, the bad news for Russian people who have bitcoin and following ICO, that bitcoin has been banned from being used in Russia, and bitcoin is only done for mining, this week a lot of bad news .. hopefully this will be finished soon and bitcoin prices will grow up back
