Well for me I continue to buy VTY with the BTC I earn from faucets and you'll be surprised at how fast your stack of VTY grows as the current price is so cheap. This is the only way JCS are created after the initial 8.7 trillion So if I understand this, people have to submit their phone number (through the wallet??) to you and you may send a verification number or string, if the user enters this verification number or string through his wallet then they will receive 1000 coins? Possibly that's what they plan to do, but just think what small percentage people on earth will claim their coins. With that huge amount of premine (>99%) this coin becomes useless.
