The only way around this issue is taxation, citizens should be taxed based on their wealth and income, the wealthy and high income earners should have a heavier tax to pay, while the poor should pay little tax out of their little income, that way the rich will be contributing more to the overall benefit and development of the country, which will benefit all, including those who are not so rich (poor).

China will find it easier to dominate the countries that are indebted to them, for example there are a lot of countries, especially in Africa that owe China a lot of money, and even before the outbreak of corona virus these governments do not even have the resources or plans to pay back in the near future, the aftermath of covid-19 makes it more improbable for them not to default on the loans; this can play well into Chinese hands.
