Он просто дал понять, что всем у кого сплошные отчеты в истории ,мерита не видать. Также недавно созданные аккаунты напрасно надеются на получение заветного мерита. They do a signature campaign on the old account and do another bounty from the new account. Many newbie accounts are opened for scams or fraud.
