So the money would be in the player's personal wallet (even Ledger or Trezor), and a part of it would be sent to a contract only when a bet is placed? Then, after the win, the contract sends the money automatically back to the player?

What if the ISP simply bans IPs of seeders? I listened to this podcast episode recently that explained how a decentralized exchange would need a decentralized internet first. Is the same case true for this one?
