The coins look to be in great condition for their age, are they still valid currency?
After a little bit of research, it seems that after the collapse of the Soviet Union in 1993 the coins were taken out of circulation and were no longer accepted as currency within Russia. If they are as rare as the seller suggests, then the face value of the coin is irrelevant as you'd never trade it in on that basis anyway.

They are already more scarce. An example of this is eBay. There used to be dozens of coins for sale on eBay and now there is maybe a couple at a time. It is mostly peeled coins now.
As far as I remember, eBay have never allowed funded coins to be sold and periodically take down this sort of item in a purge. They do this because people would buy the coins, redeem the stored value and demand a refund. Just be careful because you might be getting the wrong impression of availability from just once source.

I think they naturally become more scarce, but it's very dependent on the Casascius item. Like the bearer bars have shot up in value in the last couple years and it's very hard to even find one these days. People might lose them in various ways, redeem them at peak bitcoin periods or even have them stolen, so it's hard to figure out the long term value. I think the market is quite flooded right now and new buyers are scared to invest in such expensive little items, but maybe once bitcoin has proved it can stay high then others might start buying again.

Zeroxal might have used botnet services or be avoiding paying tax, if you think that is the case then you should have reported it to the Austrian* police with any accompanying evidence. That way, a person who is in the correct position of legal authority could have run a sting operation which was signed off by a judge. Amateurs trying to run extortion schemes would likely just become an accomplice to the original crime, regardless of your intentions. Trying to act too clever can be your undoing.

10 is probably not the guy selling PayPal either. I am pretty sure that he buys subscriptions to hacked DBs, uses the hacked DBs to find passwords to accounts with some kind of value then buys gift cards that he subsequently sells. I don't think he sells PayPal directly.
