But if different people will say that they sent fee from the same address - how will you resolve this ?
By asking them for a private key of this address ?

I think that you should create an address for each nominee and just count the received TXes.
This won't be fair since anyone can send unlimited number of TXes, but at least more sane than wrong fee collection.

hmmm... if two people say they sent from the same address, first one that posted this address gets the votes.

I was thinking the same thing. I hadn't seen any complications in doing it this way but if there are any that anyone spots, please do let me know. I want this to be flawless of course.

BitTalk.TV is hosting our own awards ceremony that will be broadcast on BitTalk.TV announcing the winners. We are in no rush to hurry up and finish and for this reason we will allow a full two weeks for entries.

Since other similar contests seemed more focused on giving away bitcoins to anyone willing to participate than actually doing a good job creating a fair contest, we will focus on rewarding individuals the proper way.

To combat cheating, add value to the votes, raise money for charity, and ensure that only serious bitcoiners are participating in the contest as contestants or voters, a microtransaction to a specified bitcoin address will be necessary.

To ensure a fair contest, no members  of BitTalk Media, including myself, or any individuals directly affiliated with them may claim candidacy. Any nominations for these individuals will be ignored.

All finalists of the BitTalk.TV Best of 2011 contest in each category will:

1) be published in the BitTalk.TV magazine's January issue;
2) be broadcast in a special presentation on BitTalk.tv;
3) receive a free year subscription to the BitTalk.TV magazine (est. $30 value)
4) receive a FREE casascius coin in the mail!

The categories will be soft-listed on the official forum thread. Feel free to petition for additional categories if you believe it is appropriate.

I know what OP was trying to do and I truly commend them for it. Unfortunately, as could be expected  with a forum newbie trying to organize an awards ceremony based on historical data that only a veteran user would know from experience, this poll has turned out unimpressive to say the least.

i find it very odd that we haven't heard from Zhou for a coupla days now.  and thats despite alot of negative talk besides mine flying around.  normally he is out defending vigorously any and all comments that even hint of problems.  is he hunkering down for something we're not aware about?  this unidirectional move may be causing problems.

Unfortunately, Zhou Tong is moving around a lot right now and last time I checked he was in Australia for a few weeks. Don't expect a high school student to live on a forum.

Anti-money laundering laws would traditionally require this. This is just them finally doing what they should have been doing in the first place. That said, it's interesting to see bitcoin turning into paypal via lazy community members.
