Because perhaps they don't want to spend their LTC? The LTC is only a collateral should the user not be able to repay the loan. If a user needs the BTC desperately and knows that he/she can pay it back then there's no reason why they should sell their LTC for BTC only to later use the BTC and buy back the LTC.
